Job Description

Pay Grade: O

Under the direction of the Senior HR Director, the Senior HR Manager provides comprehensive human resources services to an assigned client population. The Senior HR Manager serves as a strategic business partner, supporting organizational goals through effective human capital management, employee relations, workforce planning, performance management, employee engagement, and organizational development. This position provides consultative guidance to leadership and staff on complex HR matters and ensures compliance with applicable federal and state laws, regulations, policies, and procedures. The Senior HR Manager collaborates with agency leadership to develop and implement HR strategies that promote operational effectiveness, excellence, and a positive work environment in a fast-paced environment.

Role and Responsibilities:

  • Serves as a strategic HR business partner to assigned divisions and leadership teams.
  • Provides guidance and consultation on human resources policies, procedures, and workforce strategies.
  • Manages and supports employee relations matters, including conflict resolution, disciplinary actions, grievances, and performance management.
  • Advises managers and supervisors on organizational structure, staffing, workforce planning, and talent management initiatives.
  • Oversees onboarding, promotions, transfers, reassignments, and separation processes in compliance with agency procedures and applicable laws.
  • Ensures compliance with federal and state employment laws, regulations, policies, and agency procedures.
  • Reviews and approves personnel actions and related HR transactions.
  • Partners with leadership to support employee engagement, succession planning, retention efforts, and organizational development initiatives.
  • Analyzes workforce data and metrics to identify trends and support strategic decision-making.
  • Collaborates with HR leadership, Compensation & Classification, Talent Acquisition, Payroll, Benefits, Compliance, and other stakeholders to ensure effective HR service delivery.
  • Assists in the development, implementation, and communication of HR policies, procedures, and best practices.
  • Provides leadership, coaching, and mentorship to HR staff, as applicable.
  • Participates in special projects, audits, and agency-wide HR initiatives to support operational excellence and continuous improvement.

Minimum Qualifications

  • High school diploma/GED AND five (5) years of managerial or supervisory experience in human resources;
OR
  • Two (2) years of experience required at the lower level Manager 2, Human Resources (HRM011) or position equivalent.
Preferred Skills/Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following education/skills/experience:

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Organizational Leadership, or a related field AND five (5) years previous experience as an HR business partner or HR manager supporting multiple business units or division.
  • Five (5) or more years of progressively responsible professional human resources experience, including employee relations, workforce planning, recruitment, and performance management.
  • Experience interpreting and applying federal and state employment laws, regulations, policies, and procedures.
  • Experience working in a government, public sector, or large organizational environment.
  • Experience using Human Capital Management (HCM/HRIS) systems); specifically, Workday.
  • Demonstrated experience managing complex employee relations matters and providing consultative guidance to leadership.
  • Professional HR certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR preferred.
